Özet

Ekonomik faaliyetlerin tamamı, hükümetlerin kontrolü altında olmadığından dolayı kayıt dışı ekonominin varlığı kaçınılmazdır. Bu çerçevede kayıt dışı ekonomi, resmi GSYH katkı yapacak bütün kayıt dışı ekonomik faaliyeti kapsamaktadır. Küresel ve son yıllarda yaygınlığı artan kayıt dışı ekonomi, az gelişmişliğin bir yan ürünü olarak kabul edilmektedir. Daha zayıf bir kurumsal kalite bağlamı genellikle kayıt dışı ekonominin potansiyel itici güçleri olarak kabul edilir. Öte yandan ekonomik kalkınma düzeyinin artmasıyla kayıt dışı ekonominin azalacağı da vurgulanmaktadır. Bu çalışmada, AB-15 ülkeleri ve Türkiye’de 2003-2012 döneminde kayıt dışı ekonomi ve kurumsal kalite ilişkisi incelenmiştir. Panel veri analiz yöntemlerinin kullanıldığı çalışmada, değişkenler arasındaki uzun dönemli ilişki bulunmuştur. Uzun dönemli ilişkiden sonra nedenselliğin yönünü ve işaretini belirlemek için Canning ve Pedroni (2008) panel nedensellik kullanılmıştır. Nedensellik analizi sonuçları, kayıt dışı ekonomi ve kurumsal kalite arasında panelin genelinde çift yönlü nedensellik ilişkisi bulunmuştur. Katsayılar açısından incelendiğinde kurumsal kaliteden kayıt dışı ekonomiye doğru negatif nedensellik, kayıt dışı ekonomiden kurumsal kaliteye doğru etkisi çok düşük olan pozitif nedensellik bulunmuştur.
